Sun MicroSystems developed a programming language named Java. Microsoft decided to partake of their success and used a portion of their programming language for their operating system, failing to pay their dues to SMS. This made SMS very upset! So, they put together a programming team to hurt Microsoft. They decided to make a clone of Microsoft Office, and distribute it to the public for free! That’s right, free!
The office suite includes their version of Word, Excel, Powerpoint, Access, and another drawing program. You can save your documents as Microsoft documents so it will work seamlessly with the regular Microsoft Office. You will sit back and smile because you didn’t pay hundreds of dollars to pad Bill Gates pockets.

Could you tell me if there’s a version of Microsoft Publisher for free or where I could find an inexpensive copy?

The only resource that I know that is free right now for layout is Scribus. It’s free and it’s very feature rich. I use it for our school journalism class. You can download it at: http://www.scribus.net As far as opening .pub files, it does not have that capability. You can purchase a discounted version at JourneyEd with a student id.
